This video is clearly trying to suggest that the passenger was firing at deputy's and that because she moved toward other deputy's she was fired upon. This is a complete cluster Fu*K by the San Bernardino County Sheriff's Department. You can see, as the suspects truck is backing up, all the rounds fired by deputy's at the truck. It didn't appear that the deputy's were too concerned over the safety of the kidnapped girl.

the police officers are not guilty and it is not their negligence because I am sure the police do not know who the occupants are because they are not sitting there because from the signs of the location and complaints such as a house burglary and another issue why the occupants of the house came with weapons after the police that knocked on the door and introduced themselves to the police.
